The Site Logistics Plan Gaps That Show Up After Mobilization, Not Before

A logistics plan that passes review during preconstruction and then falls apart in week two of mobilization usually has the same handful of gaps. They are rarely visible on the drawing itself. They show up once real trucks, real crews, and a real neighbor start interacting with a site that looked clean on paper.

Crane Coverage Drawn for One Phase, Not All of Them It is common to see a crane position optimized for the structural phase and never revisited for what comes after. A tower crane placed perfectly for steel erection can end up blocking the exact laydown area a mechanical contractor needs six months later. A logistics plan needs a position, or a documented relocation sequence, for every phase of the job, not just the one that mattered most when the drawing was made.

Delivery Windows That Assume an Empty Street Plans routinely schedule deliveries around the project's own trades without accounting for the school pickup line two blocks over, the neighboring building's loading dock hours, or a weekly farmers market that closes the block on the plan's assumed delivery day. These conflicts are knowable in advance with a quick check of the surrounding area's actual schedule, yet they are the single most common cause of a stalled delivery truck blocking an intersection in week one.

Temporary Facilities Sized for the Wrong Peak Crew Count Site offices, wash stations, and parking are frequently sized against the average crew count rather than the peak. A project that runs 40 workers most weeks but spikes to 110 during a two-week MEP push needs facilities sized for that spike, not the average, or the plan produces a parking and sanitation shortfall exactly when the site is busiest and least able to absorb a problem.

Pedestrian and Vehicle Separation That Looks Fine Until Foot Traffic Increases A separation strategy that works with a quiet sidewalk in January can fail once a nearby event, a seasonal retail rush, or a school schedule change increases foot traffic past the site. Plans that assume constant surrounding conditions for the full duration of a multi-month project consistently underestimate this, since the site's neighbors do not stay static even when the drawing does.

Utility Conflicts That Only Surface Once Excavation Starts Logistics plans routinely stage material and equipment based on existing site drawings without a final check against what excavation actually reveals. A staging area planned directly above an unmarked utility line, or a temporary road planned across a spot where a storm line later needs emergency repair, forces a mid-project relocation that a more careful pre-mobilization survey would have avoided. Cross-checking staging and access routes against the most current utility locates, not just the drawings used at design, catches this class of problem while it is still a planning exercise instead of a field emergency with a crew standing around waiting for a new plan.

Documenting the Plan So It Survives a Superintendent Change A logistics plan that lives mostly in one superintendent's head, with the drawing serving as a rough reference rather than the actual operating document, creates real risk if that person leaves mid-project or takes an extended absence. A logistics plan documented in enough detail that a replacement superintendent could pick it up and understand the reasoning behind each decision, not just the final layout, protects a project from losing continuity at exactly the moment a personnel change already makes the site vulnerable.

The Bottom Line A logistics plan is not finished when it satisfies a permit reviewer. It is finished when someone has walked it phase by phase, checked it against peak conditions rather than average ones, and confirmed it against what is actually happening on the block outside the fence.
