What Reviewers Actually Look for in a Site Logistics Plan

A site logistics plan gets treated as a formality on too many projects, assembled the week before submittal from a previous job's template with the addresses swapped out. Reviewers notice. Permitting staff, owner representatives, and general contractors reviewing a subcontractor's plan are all checking for the same handful of details, and a plan that gets those details wrong tends to bounce back with comments regardless of how clean the drawing looks. The projects that move through review fastest are usually the ones where the plan was built from the actual site conditions and schedule, not adapted from whatever was on hand.

Site Access Has to Match the Actual Schedule

The most common flag on a logistics plan is an access point that does not correspond to the phase it is drawn for. A single delivery gate shown for the entire project duration ignores the reality that excavation, structure, and finish phases each need different equipment and different truck frequencies through that same gate. Reviewers want to see access points tied to specific phases, with enough detail to show that the plan accounts for how traffic volume changes as the project moves forward.

Crane and Equipment Placement Needs a Radius, Not Just a Dot

Marking a crane's base location without showing its working radius is one of the fastest ways to get a plan sent back. That radius determines what has to be protected below it, what adjacent property owners need to be notified, and whether the crane can operate without a street closure permit. A complete plan shows the radius at its furthest extension and identifies anything it crosses, including sidewalks, adjacent buildings, and overhead utility lines.

Laydown Areas Shrink as the Project Progresses

Material staging space is almost always largest at the start of a project and smallest by the time interior finishes begin, because the building itself starts occupying space that used to hold material. Plans that show a single laydown configuration for the whole project miss this, and site superintendents end up improvising storage decisions that were never reviewed or approved. A logistics plan broken into phases, each with its own staging footprint, holds up better once construction actually starts.

Pedestrian and Vehicle Separation Is Where Liability Lives

Every reviewer, whether municipal or an owner's safety officer, is checking for a clear line between where the public walks and where construction vehicles and equipment operate. Overlap in this area is the single most common source of comments on urban and occupied-site projects. A plan that shows a continuous, physically protected pedestrian route through every phase, not just the initial one, addresses this directly instead of leaving it implied.

Utility Coordination Belongs on the Plan, Not in a Separate Document

Temporary utility locations, from generator placement to temporary water connections, frequently get left off the logistics plan and buried in a specifications section instead. Reviewers checking for conflicts between temporary utilities and vehicle routes or laydown areas have to cross-reference two documents to catch a conflict that should have been visible on one drawing. Including temporary utilities directly on the logistics plan removes that gap and gives the reviewer one document to check instead of two.

Revising the Plan as Conditions Change

A logistics plan approved at permit stage is rarely the plan a project finishes under. Site conditions shift, a neighboring project starts or wraps up, or a schedule slips enough that two phases end up overlapping in ways the original plan did not anticipate. Treating the logistics plan as a living document, updated at each major phase transition rather than filed away once approved, keeps it useful to the field team instead of becoming a compliance exercise nobody references again.

The Bottom Line

A site logistics plan that survives review the first time treats phasing as central, not incidental. Access points, crane radii, laydown footprints, pedestrian routes, and temporary utilities all need to be shown as they change over the life of the project, not as a single snapshot borrowed from an earlier job. That level of specificity is what separates a plan that gets approved from one that comes back with a list of comments.
